A plebiscite or referendum occurs when the people vote on a single question. Recently the German Chancellor instantly and drastically changed Germany’s military defence policy. He decided to send lethal weapons to Ukraine and double its yearly defence budget. The government of Japan intends to change its defence policy, too, but through a referendum. British Prime Minister Tony Blair made Brexit a referendum, and we all know how that turned out. Is a referendum the best way for a nation to make a big decision?
